Silly question but do you have powerd enabled on that server? If so,
does disabling it help? Also do you have any of these in /etc/rc.conf
(i.e., they are not the same as the default values in
/etc/defaults/rc.conf):
performance_cx_lowest="HIGH"    # Online CPU idle state
performance_cpu_freq="NONE"     # Online CPU frequency
economy_cx_lowest="HIGH"        # Offline CPU idle state
economy_cpu_freq="NONE"         # Offline CPU frequency
