ACPI hanging shutdown

Have you checked and/or tried setting the following two sysctls?
I believe the one you might want is hw.acpi.handle_reboot=1.
$ sysctl -a | grep 'acpi.*reboot'
hw.acpi.disable_on_reboot: 0
hw.acpi.handle_reboot: 0
