RELENG_6: serial console drops back from 115200 to 9600 baud

I get a 9600 baud console with the following after upgrade from 5.4:

in make.conf:
BOOT_COMCONSOLE_SPEED=115200

in kernel config:
options         CONSPEED=115200 # Speed for serial console

/boot.config has just "-Dh"

/boot/loader.conf just disables ACPI timer.

The BIOS boots to 115200 serial output, too.
