Trouble with mounting USB stick as user

i've just found out that once i mount (and unmount) that mount point as
root, i can mount (and unmount) it as a regular user.
so it seems to me like something is still missing and once it's
done/loaded with help of root, it works as expected for others too.
but what is it ??
