>4hr fsck ... normal activity in Phase 4?

I've been running an fsck on a file system right now for ~4hrs ... its
currently in '** Phase 4 - Check Reference Counts', and iostat 1 is
showing:

with *very* occasional KB/t of 16.0 ...

doing a ps shows CPU time is increasing, so I'm assuming that it is still
doing something:

the long fsck is something I've had before (longest to date was 11hrs),
but the almost negligible disk activity makes me wonder ... is Phase 4
supposed to be this "quiet"?
