What's the difference between 4.8-RELEASE with patches and 4.8-RELEASE-p13
anyway?

I think 4.x-STABLE (e.g. what you would of got if you cvsup to RELENG_4 a few
weeks ago) is currently tagged RC2.

I can't think of many significant new things in 4.9 that are useful for
servers, so personally I'd rather stick with 4.8 which I know is solid. My
server is running 4.8, and I don't plan on letting any newever version near
it for a long time.

That said I'm running 4.9-RC2 on my laptop and it's quite happy so far.
