make buildworld ignoring NO_MAILWRAPPER=true

Don't get it?  mailq, newaliases, etc. are ALWAYS symlinked to mailwrapper.
But if NO_MAILWRAPPER is also set, the mailwrapper itself is symlinked to
the real sendmail binary, so everything works correctly.
