cvsup with tag=. on src and upgrading (in general)

No, it means that there are no tag values that are meaningful for
ports-all; you need to use tag=. (no tag, meaning retrieve the HEAD) or
the ports collection will be deleted by cvsup because there are no files
with the tag you specified.
