Headsup: First 64-bTT changes are committed

Well, I have committed the changes so the UPDATING.64BTT file and
the necessary scripts are now in /usr/src.  These are all updated
(a little) from the last versions that I pointed people at.  I also
added a safety measure to install targets in /usr/src/Makefile.inc1.

Let me know if there are any problems.
