Look at /usr/src/secure/usr.sbin/sshd/Makefile where it says:

    LDADD+= -lssh -lcrypt -lcrypto -lutil -lz -lwrap ${MINUSLPAM}
                                               ^^^^^

Conclusion: tcp-wrappers are enabled by default in the sshd(8) built
by the base system.
