To close my own thread with an answer. I forgot that I was statically
compiling in my hints file into the kernel, so therefore any overrides
in /boot/device.hints would not work.

ISP_LOGDEBUG0 is the best so far - LOGDEBUG1 provides a huge amount of
additional output that is probably too much.
Debug value of "0x11F" provides the majority of needed output for me.
