I met same problem here on my 10.1-STABLE box.
rubygem-cairo-1.12.9 requires zlib.pc.  There is zlib.pc in
/usr/libdata/pkgconfig.  However, rubygem-pkg-config-1.1.6 doesn't
search /usr/libdata/pkgconfig.
Rebuilding rubygem-pkg-config with the attached patch fixed it.
