patch + maintainship of www/ruby-cruisecontrolrb

Hi list,

I've been updating www/ruby-cruisecontrolrb from 1.3.0 to 1.4.0. I have
another small patch [1] to fix the RC script, which currently doesn't work.

I'd also like to take maintainship of this port, if nobody else from
this list is actively using it (I am).
