Search for a package like ack:
http://www.freshports.org/textproc/ack/

Gives a description up top and the maintainer (sometimes a group) and
if you scroll down, you'll see when it was last updated and why.

Some may reference a PR like this update:
http://www.freshports.org/www/neon

whom, and why:
