Is it possible to measure Internet pipe to find bottleneck?

We have same issue here in Hawaii.

If by cable you are on TV cable service that could be the problem. My 
neighbor had a terrible problem with getting internet on TV cable service.

My internet was faster with ADSL on copper from the phone company.
Problem was too many customers on the TV cable segment.

Try Fiber Optic when it comes to your area. It is very fast and less 
expensive.
