missing man pages

One thing you might want to try is look for related man pages to see if that process is in a sub-page. 

I.E do man hald instead of hald-addon-sysmouse or hald-runner and scroll through and see if you can't find it. 

Missing man pages are never a good thing so yes, I think it should be rectified.
