How to force a static /etc/resolv.conf?

According to the project developer, the answer is to have resolvconf not 
touch /etc/resolv.conf by put the following in /etc/resolvconf.conf

resolv_conf="/dev/null"

Then you just edit /etc/resolv.conf directly.
