pkg-devel problem with incremental update

Installed pkg-devel 1.1.0.b3 and get the following message about incremental
update whenever update is called.

sudo pkg update
Updating repository catalogue
pkg: incremental update is not possible as repo format is inappropriate, trying full upgrade
packagesite repository catalogue is up-to-date, no need to fetch fresh copy

What should I do to make incremental updates possible?
