MK_CLANG_IS_CC mis-formed when compiling ports

Why did you define WITHOUT_CLANG?

On 10.0-current amd64 I build the world/kernel
with no clang-related options:

GEN8> cat /etc/make.conf
SENDMAIL_CFLAGS+=   -I/usr/local/include -DSASL=2
SENDMAIL_LDFLAGS+=  -L/usr/local/lib
SENDMAIL_LDADD+=    -lsasl2
PERL_VERSION=5.14.2
WITH_PKGNG=yes
#CC=clang
#CXX=clang++
#CPP=clang-cpp
GEN8> 

I have no problems when building bwn-firmware-kmod.
