Nonsensical Web Log Entries

I'm still kind of confused about why Apache doesn't say "what in the world are you talking about" when these bizarre requests arrive, but there's no indication that anything untoward is occurring.  Perhaps newer versions do.  I'm using what's probably a really old installation.
