No.

Telling you more than I know: FreeBSD.org is moving (or has moved) from CVS to SVN. Is my guess that what we are seeing is an artifact of that move where data is hacked into cvs compatible format and all cvsup can do is pull down the entire file.

I would be happy to use svn as I do for my own projects.
