And what mode does csup use that is different?

The supfile that I successfully used with csup says 
"*default release=cvs tag=RELENG_7".

The standard supfile shouldn't work unmodified anyway. The host
CHANGE_THIS.FreeBSD.org doesn't resolve. Which is probably for the best :)
