Dell PE 1950 - Only seeing 3.2 gigs of ram

How about running top.

do

sysctl -a|grep shm or grep sem or  all memory related  configs

and look into /etc/sysctl.conf

may be something in configs is stealing  away  your 4G

Apologies if you already knew this and if I am stating the obvious.
