Apache2* and mod_perl2

Can you follow the procedure on this page and get the rocks.pl script to work
either as a registry script or as a handler?

If those work, then there's no great systemic problems with your mod_perl2
setup.  There's a fairly big section on troubleshooting on that site which
would probably be helpful:
