Thanks.  I did figure it out.  For anyone else who wants the simple way:

To have XXX and Id work as a keywords edit the config file in CVSROOT  
in the repository.  Add the following two lines:

tag=XXX=CVSHeader
tagexpand=iXXX,Id

Only the XXX and Id keywords will then expand.
