Regarding the (apparent) removal of syslogd_program functionality in recent versions

/etc/rc.d/syslogd does not support this at all.  It explicitly sets
the program to start to /usr/sbin/syslogd, and I can not see any way
to override this without editing /etc/rc.d/syslogd
