Hi,
I have a Swedish keyboard layout in X11, this is done in the xorg.conf.
For the console you should put keymap="swedish.iso" in
/etc/rc.conf and take a look into the handbook [1].
If you need more help, the Swedish FreeBSD forum [2] could be helpful.
