file sudoers can be placed to /usr/local/etc/
example can be found in /usr/local/etc/sudoers.sample
or you can simply run visudo

you can see where files placed by use pkg_info (1) command
for sample $ pkg_info -L sudo-1.6.8.12_1
Information for sudo-1.6.8.12_1:

Files:
/usr/local/man/man5/sudoers.5.gz
/usr/local/man/man8/sudo.8.gz
/usr/local/man/man8/visudo.8.gz
/usr/local/man/man8/sudoedit.8.gz
/usr/local/bin/sudo
/usr/local/bin/sudoedit
/usr/local/etc/sudoers.default
/usr/local/etc/sudoers.sample
/usr/local/libexec/sudo_noexec.so
/usr/local/sbin/visudo
