tftpd does not respond to connections

You can't "connect" to a UDP server...

You mean something like this:
  udp4       0      0  net4801-2.tftp         *.*
without the 'LISTEN' keyword? Perhaps because it's UDP?
Anyway, that's from a TFTPD server, which is used by diskless
clients. It works just fine.
