I have been receiving a similar message:

Doing login accounting:
	total 1108.48
	ges 821.23
	root 287.14
(Skipped 1 of 239 records due to invalid time values)
	gerard 0.10

/etc/monthly.local: No such file

-- End of monthly output --

I thought it was just a fluke, but obviously not. I am using FreeBSD 5.4.
