Xwrapper doesn't use .xinitrc, or does it?

I used to start X using startx. Now it doesn't work for anybody but
root. Of course I can set "the bit" on the X image, but I guessed there
was a reason somebody invented Xwrapper.
A: Because it fouls the order in which people normally read text.
