Invoking rc.conf changes w/o rebooting

(assuming a startup script was installed in /usr/local/etc/rc.d and
   is named "webmin.sh" and is executable)

(also assuming you have added the correct entries to /etc/rc.conf
   in this case 'webmin_enable="yes"')

you should be able to start it up with
   /usr/local/etc/rc.d/webmin.sh start

(that is assuming that the assumptions are correct ;-)
