Good question. I don't feel qualified to give you an explanation; but
you'll see the following line popping up in many startup scripts in
/etc/rc.d/ and /usr/local/etc/rc.d/:
. /etc/rc.subr
See man rc.subr(8). You may have to install
/usr/ports/sysutils/rc_subr first, though.
