% is the prompt.  In the FreeBSD docs, the % prompt means the example was
done as root, while the $ prompt means that the example was done as a
normal user.

Most shells have a configurable prompt, so the prompts on your machine may
not be $ and %.  For example, on my computer:

bash-2.05b$ su
Password:
working#
