I have 

  MAKE_ARGS = {
'x11-fonts/webfonts' => 'WITH_NETSCAPE_ALIASES=yes',
'www/mozilla' => 'WITH_OPTIMIZED_CFLAGS=yes'
  }

I can see the -O2 being used during the build.
