ftp-proxy, how to bind to localhost only addres

Tthis was the output from sockstat:

> Have you tried changing the * to 127.0.0.1 i.e
> 
> root	inetd	2756	4 	tcp4	127.0.0.1:8021

But this is isn't working:
127.0.0.1:ftp-proxy       stream  tcp     nowait  root    /usr/libexec/ftp-proxy  ftp-proxy -a 172.16.43.50 -u proxy -n -m 55000 -M 57000 -t 180
