Until 4.10 is "officially released", the information you ask for may 
not be completely available, but 
http://www.freebsd.org/releases/4.10R/relnotes.html will be the place 
to look when it is.

[ Replace the .10 with a .9, and you'll see what the changes between 
4.8 and 4.9 were, for instance. ]
