New branch on /usr/ports

Join the freebsd-ports at freebsd.org mailing list.  Lurk on the list for
a week or so, until you get the feel for the way things run there.  In
the mean time, read the "Porter's Handbook" --
http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/index.html
and prepare and submit as many Spanish related PRs (either new ports,
or updates to existing ports) as you can.  Find other like minded
Spanish speaking people and persuade them to do the same.

Then at some point propose to that list that since there are so many
Spanish language ports in the tree, perhaps it is high time for there
to be a new 'spanish' category, and give a list of ports that should
be moved into it.  (Curiously enough, language localised categories
always seem to be named after the Englist name for the language...)

If portmgr at ... agrees with you, and a ports committer is available to
commit the changes, then the new category will be created PDQ.
