Recomendation for a lightweigth window manager

FVWM is considered light; so are wm2, wmx, ion
(black|open|hacked|flux)box.  There are many others too.

In FVWM on can certainly do what you want.  Since you would have
control on the configuration files, other wms could be controlled to
various degress i suppose.
