can't run sh MAKDEV ccd0

I am trying to build a CCD drive on FBSD 4.8.

I have to identical seagate 34gig scsi drives (da0, and da1).  I also have
a third 35gig drive (da2) which houses my root directory.  

I am using the freebsd tutorial, which tells me to run sh MAKDIR
ccd0...but I get the error message 

"Can't open MAKDEV: No such file or directory"

Is there a distribution i am missing and need to install?
