It would help if you sent the exact failure message.  But I made

Not good.  Set maxusers to 0 to allow the system to auto-size it.

Here's an issue.  you have all ATA disks commented out as well as all
SCSI devices.  Unless you're booting off the network, you're going to
need one or the other.
