does R5.1-RELEASE cross-build?

I really doubt you can cross-build a PowerPC from x86 5.1-RELEASE.
However, if you CVSup and build a new x86 world, I know for a fact you
can cross build PowerPC.  I did this just last night.  No -D other than
-DNO_WERROR needed.
