request for portmgr approval on bug 238170

Hi,

I suppose this kind of changes require portmgr's approval, right?
I'd appreciate if someone tell me the correct procedure to request
portmgr to approve such patches.

Or tell me this change actually requires portmgr's approval or not.

I'm sure this doesn't break anything.
