We generally initiate things like this through the FreeBSD bugzilla
( https://bugs.freebsd.org ).
You could probably easily get the ball rolling opening a bug for 
print/texlive-base

This will allow you to indicate your intentions, and add any patches you may 
have
already. It will also initiate conversation with any/all related individuals. 
Those
already maintaining ports are already subscribed to this list, and will 
receive
reports of your work here (bugzilla posts to this and other related lists).
