scons and python3?

I created PR 241463 with my changes.
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=241463

This works for me to create a new port (mongodb42) using scons+python3. And it is backwards compatible for existing ports with python2 AFAIK.

If this needs more work from my side, please tell.

Regards,
Ronald.
