python ports -- setuptools requiring the pbr module and failing on denied network access?

That's fixed it, thanks.  Turns out I was being flummoxed by two
different ports in the same dependency tree having exactly this problem.
 Between you and pkg-fallout I have now managed to apply the correct
fixes in all the necessary places.  Et voilà: we now have a
devel/py-molecule port.
