New branch

The Wiki (https://wiki.freebsd.org/Quarterly_Branch) says branches are created "at the beginning of every yearly quarter in January, March, July, September" (2-4-2-4 months, each). It seems those start dates were never the case, but the ports team uses fixed 3-month quarters as expected. Someone may want to clarify/edit ;)
