What is the goal of the ports quarterly branches?

No, /latest has 2.2.19 which tracks head. /quartery has 2.2.18 which
tracks the quarterly branch.

If you're seeing a 2.2.18 in a /latest directory please be specific for
which arch/release.

They are built every 2 days currently.
