HELP: Bacula compile with older version installed

For sysutils/openipmi in PR 396109 the fix was this. However that was
before USES= localbase hit the tree which according to the commit
message should prevent ports from picking up their own headers from
old versions in LOCALBASE.
CPPFLAGS+= -I../include -I${LOCALBASE}/include
