py-irc deps are missing

Hello @ports,
i have recently upgraded my py-irc package to the latest release and i noticed some problems:
- py jaraco.functools is missing in ports
- py jaraco.itertools is missing in ports
- py pytz is not marked as a dependency of the port

Note: i use python 3.4 as a default version
